NEET-UG 2024 SC Hearing Live Updates: The Supreme Court is hearing a batch of pleas regarding irregularities in the National Eligibility cum Entrance Test – Undergraduate (NEET-UG) 2024 and demand for a retest. The CJI observed that candidates who have individual grievances can move the HC to address those grievances. The Solicitor General which is representing the NTA pointed out that the top 100 students were spread across 95 centres, 56 cities, and 18 states/UTs. The SG also added that merely reopening the registration window does not mean any wrongdoing and only 14000 students opted for city change out of the total registered 24 lakh. Meanwhile, IIT-Delhi, which was tasked to form an opinion on the right answer to a NEET UG Physics exam question has shared that option 4 is correct answer which means that over 4 lakh students could lose four marks.
We cannot keep the students hanging, hence we have to wrap the hearing today, the CJI told the SG. If a retest has to be conducted, students must know that they have to start preparing now, he added. The Solicitor General assured that he would take a few more minutes only.
CJI questions if the scanned copies are sent to no other centres except for Hazaribagh and Patna. He also asked if the CBI has any forensic data and if they can determine the question paper was sent to whom.

Over 170 employees at NTA are either contractual or outsourced staff, the Ministry of Education informed the Parliament on Monday. The ministry, however, clarified that “all core activities involving setting up of question papers" for the exams conducted by the agency are not outsourced.
Union Minister of State for Education Sukanta Majumdar said, “Director General (DG) of NTA is appointed by Central Government under the Central Staffing Scheme. In addition, the number of employees working on deputation in NTA are 22 at present. The number of contractual employees are 39 and outsourced staff or employees are 132. One employee is absorbed in NTA from his parent department."
Asked about details regarding the tasks that have been outsourced by the NTA to other entities, Majumdar said that considering the sensitivity involved in competitive examinations, various operational and security measures are undertaken for their smooth and fair conduct.
NTA postponed at least 16 exams due to different reasons since its inception in 2018, the Ministry of Education informed the Lok Sabha on Monday. The reasons for postponement included COVID-19 pandemic, administrative reasons, logistical reasons, and technical issues, reported PTI.
“Since most of the examinations conducted by NTA are held in multiple-subjects, multiple-shifts and span over a number of days, there have been instances due to unforeseen circumstances like COVID-19 pandemic, logistical and technical issues, administrative issues, legal orders etc, when examination dates initially notified in respect of specific subjects or shifts could not be adhered to," Sukanta Majumdar said.
CJI asked the CBI about the exact time of the paper leak and the extent to which it happened. The accused had used the rear door of the control room to enter and get the question papers. It was deliberately kept open by the centre superintendent. After this, the accused immediately sent it to the problem solvers. So far, the CBI investigation has figured out four places where the question papers were distributed — two in Patna and two in Hazaribagh, the central agency said.

NTA: There are two doors. one door was locked in front of everybody and the key was given to centre superintendent. The rear door was kept deliberately kept open. At 7:53 am the main door was locked and at 8:02 am the person went inside from the rear door. He left at 9:23 am.
CJI: So they were inside for one and a half hours.
NTA: The exam paper was stored in seven layers.
Official: Centre superintendent and city coordinator of Hazaribagh Oasis School arrested.
CJI: He was part and parcel of this?
SG: Yes
CJI: The Centre superintendent and coordinator was part of this?
Official: Yes. One more middleman was involved who was a bridge between the gang and the students. The conspiracy was hatched some months earlier because they had to identify one vulnerable centre who is ready to accept and give access.
There was no evidence to indicate that conspiracy was wider in Jharkhand and Bihar, the NTA told CJI.
After investigation, it was found that the burnt question papers featured students’ unique codes. “Now we have CCTV footage from the Oasis school that at 8:02 am one person entered with a truck and gave it to 8 solvers," the SG said. Each solver received 25 questions. “They do not carry mobiles because they do not want it to reach anyone who has not paid. Then they memorise and then the papers are burnt. But in one case, a girl later complained that her paper was tampered,’ the SG said.
Human error occurred in only 0.3% of the exam centres, the SG told the bench during the hearing today.
— Over 3000 students were given Canara Bank question paper. Of them 59 candidates have secured more than 577 marks.
— Answer key of the Canara Bank question paper uploaded at NTA website.
— On the morning of the exam, NTA tells the City Coordinator which question paper needs to be picked who then delivers the message to the Centre Coordinator.
The three-judge bench of Chief Justice D.Y. Chandrachud along with Justices J.B. Pardiwala and Manoj Misra is expected to deliver its final verdict today.
According to the SG, a mere change of city may not lead to any cross-country manipulation. Out of the 14000 students, for their own reasons changed the city. Their success rate is only 6.46%, the SG told the court.
CJI: When a student applies for any change in centre do you ask for any documentation or reason?
SG: No
CJI: Can opt for any centre in the country?
SG: City is the choice, not centre.
A retest for 1,563 applicants was held on June 23, with 813 candidates taking the exam. The regular NEET UG results were released on June 4, followed by revised results on June 30. It was seen that the success rate among 1,563 candidates was 1.63%, the SG said.
The Canara Bank question paper was wrongly distributed at 12 centres. Out of this, four centres replaced the question paper and the rest decided to let it continue as the difficulty level was the same as the SBI store question papers, the SG told the court.
816 out of 1563 candidates who were set to take a restest on June 23 appeared. This is because some are meritorious students and they may have finished the papers and are fine with grace marks being taken away, the SG told the bench. “We cannot compel them to appear and they may not want to take the gamble of re-appearance," he added.
A student shifted to a Belgavi exam centre because they said there was some huge potential for mass copying. The success rate this 2.5%, the SG told the top court.
The SG said that from Godhra, nobody is getting admissions. The total success rate in Sikr this year is 19.22% while last year, it was 19.19% and in 2022, it was 24%.
Out of 24 lakh who applied for the exam, only 14,000 applied for change of city, the SG highlighted that it is a miniscule figure but “we have done an exercise also to see if it resulted any wrongdoing. These students are spread across 4,020 centres and if one centre is offering reward, then it should have been concentrated therein but that is not the case here."
While talking about the reopening of the registration window in NEET UG 2024, the Solicitor General said that it was “because we received representations from students who could not register. So if more are enrolling then only the competition gets tougher. It does not indicate any wrongdoing."
Top Congress leaders Monday said they decided to strongly raise issues related to the NEET-UG paper leak case during the Monsson session. “We have decided that we will raise the issue of farmers, Agniveer and NEET. We believe that we will put forward these issues in the Business Advisory Committee meetings of the two Houses. We also want that the discussion on selected ministries should be on issues connected with people," Tiwari told reporters after the meeting, reported PTI.
A Delhi University professor on Monday said there was only one right answer and not two to the controversial physics question number 19 that was asked in the NEET-UG 2024 examination that led the Supreme Court to direct IIT-Delhi to set up a panel of experts to resolve the impasse. Students are awarded four marks for each correct answer.
As many as 63 people have been taken into custody till now of which 18 have been arrested by CBI including four students of AIIMS Patna who were alleged exam “solvers". The central agency had earlier pointed out that the probe so far has indicated that the scale of malpractice could be much lower than anticipated, with less than 150 students being affected. “It is only in the Patna-Hazaribagh case that there is any evidence of the question papers being stolen. Here too, only one centre seems to have been affected. Country-wide, the total number of students affected could be less than 150… even within this number, the aspirants who got to know of the question paper ahead of the exam could be even fewer," CBI had said.
“In NEET 2024, a total of 23.33 lakh students appeared. Of them, 2321 students got 700 or more marks. These students were spread across 1,404 centres in the entire country and abroad. These 1404 centres were again spread across 276 cities and 25 States/UTs. Such a large spread shows that many candidates who were not from the traditional tuition hubs were also able to come in the toppers list in NEET 2024," government sources told ANI.
The success rate in Patna was 49.22% while in Jharkhand’s Hazaribagh it was 47.28% this year.
