Over 170 Contractual, Outsourced Staff at NTA; Setting Up of Question Papers Not Outsourced: Education Ministry

Over 170 employees at NTA are either contractual or outsourced staff, the Ministry of Education informed the Parliament on Monday. The ministry, however, clarified that “all core activities involving setting up of question papers" for the exams conducted by the agency are not outsourced.

Union Minister of State for Education Sukanta Majumdar said, “Director General (DG) of NTA is appointed by Central Government under the Central Staffing Scheme. In addition, the number of employees working on deputation in NTA are 22 at present. The number of contractual employees are 39 and outsourced staff or employees are 132. One employee is absorbed in NTA from his parent department."

Asked about details regarding the tasks that have been outsourced by the NTA to other entities, Majumdar said that considering the sensitivity involved in competitive examinations, various operational and security measures are undertaken for their smooth and fair conduct.

16 Exams Postponed by NTA Since 2018; COVID, Logistics Among Reasons: Education Ministry in LS

NTA postponed at least 16 exams due to different reasons since its inception in 2018, the Ministry of Education informed the Lok Sabha on Monday. The reasons for postponement included COVID-19 pandemic, administrative reasons, logistical reasons, and technical issues, reported PTI.

“Since most of the examinations conducted by NTA are held in multiple-subjects, multiple-shifts and span over a number of days, there have been instances due to unforeseen circumstances like COVID-19 pandemic, logistical and technical issues, administrative issues, legal orders etc, when examination dates initially notified in respect of specific subjects or shifts could not be adhered to," Sukanta Majumdar said.

After investigation, it was found that the burnt question papers featured students’ unique codes. “Now we have CCTV footage from the Oasis school that at 8:02 am one person entered with a truck and gave it to 8 solvers," the SG said. Each solver received 25 questions. “They do not carry mobiles because they do not want it to reach anyone who has not paid. Then they memorise and then the papers are burnt. But in one case, a girl later complained that her paper was tampered,’ the SG said.

The central agency had earlier pointed out that the probe so far has indicated that the scale of malpractice could be much lower than anticipated, with less than 150 students being affected. “It is only in the Patna-Hazaribagh case that there is any evidence of the question papers being stolen. Here too, only one centre seems to have been affected. Country-wide, the total number of students affected could be less than 150… even within this number, the aspirants who got to know of the question paper ahead of the exam could be even fewer," CBI had said.

“In NEET 2024, a total of 23.33 lakh students appeared. Of them, 2321 students got 700 or more marks. These students were spread across 1,404 centres in the entire country and abroad. These 1404 centres were again spread across 276 cities and 25 States/UTs. Such a large spread shows that many candidates who were not from the traditional tuition hubs were also able to come in the toppers list in NEET 2024," government sources told ANI.
